Kathleen Sebelius said Monday, unveiling a brand new postage stamp featuring the Kansas state flag with a farm scene in the background.&lt;br /&gt;&lt;br /&gt;The Kansas flag postage stamp is part of the “Flags of Our Nation” series, which will include the flags of all 50 states, five territories and the District of Columbia.&lt;br /&gt;&lt;br /&gt;The 60-stamp series is being released in alphabetical order over course of the next three years. Kansas is in the second set of 10. The first set featured Alabama through Delaware.&lt;br /&gt;&lt;br /&gt;Philatelists can get a special “Kansas Flags of Our Nation” postmark at the Topeka Main Post Office or by mail by sending a self addressed, stamped envelope in a larger envelope addressed to "Flags of Our Nation Postmark," 424 S. Kansas Ave. Topeka, KS 66603-9998. Requests must be postmarked by Oct. 15.&lt;br /&gt;&lt;br /&gt;Here's some background on the Kansas State Flag from the &lt;a href="http://www.kshs.org/portraits/kansas_flag.htm"&gt;Kansas State Historical Society&lt;/a&gt;:&lt;br /&gt;Prior to assuming the governorship in 1915, Arthur Capper expressed an interest in adopting a state flag for Kansas. The Daughters of the American Revolution sponsored a contest for a flag design that would "express the spirit of Kansas." The winner, Lawrence artist Esther Estelle Northrup, suggested a flag with three broad stripes--the top one red, the middle one white, and the lower one blue. In the upper left was a gold sunflower on a blue background with the state seal in its center. This design was submitted to the state legislature in, 1917, but was not accepted.&lt;br /&gt;&lt;br /&gt;Leading opposition to a state flag were the Native Daughters of Kansas and the Grand Army of the Republic. Both groups felt that the national ensign, "Old Glory," was good enough for the state. Patriotic interests remained in conflict and Kansas continued to be one of the few states without its own flag.&lt;br /&gt;&lt;br /&gt;Though numerous designs for a state flag were submitted to the legislature in the ensuing years, not until 1925 was a state banner adopted. Designed to be hung from a horizontal bar, the banner contained familiar elements-the state seal framed in a sunflower centered in a blue field.&lt;br /&gt;&lt;br /&gt;State Adjutant General Milton R. McLean found the new banner to be an unacceptable substitute for a state flag. Not only was it impossible to march with, but the banner was also rejected for display with the flags of other states in Washington. Consequently, on March 21st, 1927, an act was signed "designating the form and color" of an official state flag. Basic elements of the design were the state seal centered in a field of blue. Above the seal was the generally unknown state crest--an insignia designated by the U.S. war department in 1923 and consisting of a sunflower beneath which was a bar or wreath meant to symbolize the Louisiana Purchase. Legislation in 1961 added the word "Kansas" to the bottom of the flag and required its display in schools of the state.&lt;br /&gt;&lt;br /&gt;The Kansas flag was quickly embraced by residents and patriotic organizations alike. Mrs. O.C. Emery of Wichita has attributed meaning to elements of the flag which may not have originally been intended but which reflect the patriotic spirit the flag elicits. She wrote that "its blue stands for the loyalty and steadfastness of the people of Kansas. John McCain should applaud that, but instead his supporters wrongfully took leftover bundles of our flags from the stadium to play a cheap political stunt calling into question our patriotism. On the same day he agrees to join Barack Obama at Ground Zero on September 11, John McCain attacks the patriotism of Obama supporters who so proudly waved the American flag at our historic event in Denver just days ago."&lt;br /&gt;&lt;br /&gt;Another statement from the Democratic National Convention Committee: "Stories circulating about flags at the Democratic National Convention are false. The teacher - Dan Luker - was sschduled to start his trial today but the judge dismissed the misdemeanor charge of public desecration of a U.S. flag. "I feel that I have earned - and my family has earned - the right to fly the American flag in our own home," Rebecca told local tv station News 3. There are 7 red stripes and 6 white stripes, with red stripes at the top and bottom of each flag.&lt;br /&gt;&lt;br /&gt;Servies concludes that this partially blocked flag, which has a white stripe at the bottom, has at minimum 14 stripes and potentially 15 if the traditional pattern was maintained.&lt;br /&gt;&lt;br /&gt;A spokesman for the U.S. Postal Service has been quoted by Fox News as saying, "It’s been noticed."  A total of 3.75 billion stamps in the series have been printed to date. Fox quotes David E. Failor, a manager of Stamp Services for USPS, as saying the extra stripe came from a design flaw.  A white line, he says, was added to provide definition to the flag and was not part of the original artwork.&lt;br /&gt;&lt;br /&gt;"Normally we would send the change back through our fact-checking process," he is quoted as saying. "In the case of this change we didn't do that so the mistake was not recognized. The reopening will mark the completion of a two-year, $85 million renovation of the building's center core, dramatically transforming the museum's architectural appeal while reorganizing and renewing the presentation of its extensive collections.&lt;br /&gt;&lt;br /&gt;Visitors will enter a dramatic five-story sky-lit atrium, surrounded by artifact displays filled with more than 400 objects showcasing the breadth and depth of the museum's three million objects representing the cultural, social, technological and political history of the United States. An architectural representation of a waving flag -- 960 reflective tiles made of polycarbonate material -- frames the entrance to the Star-Spangled Banner gallery. The gallery itself is a climate-controlled state-of-the-art chamber designed to evoke the "dawn's early light." An exhibition that includes multimedia displays and historic objects will tell the story of the flag and the National Anthem. &lt;br /&gt;&lt;br /&gt;"For people of all ages, a visit to the National Museum of American History can be a defining event--providing a deep and fundamental understanding of what it has meant to be an American," said Brent D. Glass, director of the museum. "Millions of visitors will enjoy new opportunities to explore the American narrative and the core stories of our national experience in an inspiring and memorable setting."&lt;br /&gt;&lt;br /&gt;The renovation project focused on three areas: architectural enhancements to the center core, including a grand staircase and a skylight; construction of a new Star-Spangled Banner gallery and updates to the 44-year-old building's infrastructure. Architectural firm Skidmore, Owings &amp; Merrill LLP of New York designed the project and Turner Construction Company is responsible for the overall construction. New York design firms Chermayeff &amp; Geismar Studio and C&amp;G Partners are working with Skidmore, Owings &amp; Merrill on the new gallery for the Star-Spangled Banner. &lt;br /&gt;&lt;br /&gt;&lt;strong&gt;The Star-Spangled Banner&lt;/strong&gt;&lt;br /&gt;The Star-Spangled Banner will return to the heart of the museum in a dramatic new display that provides a contemplative setting for visitors. A 40 by 19 foot abstract representation of the flag will soar above the entrance and will be a focal point of the second floor. The Morris and Gwendolyn Cafritz Foundation generously provided $2.5 million for its construction. &lt;br /&gt;&lt;br /&gt;A special enclosure, fronted by a 45-foot-long floor-to-ceiling glass wall, will protect the fragile wool and cotton flag while providing maximum visibility to visitors. The chamber's lighting, mechanical, security and fire prevention systems, as well as the table upon which the flag rests and the new gantry (movable bridge) that museum staff will use to inspect the flag, are designed to work together to ensure the long-term care of the flag. All support structures and mechanisms will be hidden from public view and the flag will appear to be floating.&lt;br /&gt;&lt;br /&gt;The 30-by-34-foot banner will be displayed at a horizontal orientation according to U.S. flag code and, in order to reduce stress to the textile, at a 10-degree angle of elevation. Low light levels will protect the flag yet are dramatic enough to evoke an atmosphere of the "dawn's early light," similar to what Francis Scott Key experienced on Sept. 14, 1814, when he penned his poem that became the national anthem in 1931. The room has separate environmental systems maintaining a constant temperature of 68 to 72 degrees Fahrenheit and relative humidity of 50 percent. &lt;br /&gt;&lt;br /&gt;The first stanza of Key's poem will be projected prominently on the wall above and behind the Star-Spangled Banner. An interactive image of the flag will provide additional information.&lt;br /&gt;&lt;br /&gt;The Star-Spangled Banner Preservation Project is made possible by major support from Polo Ralph Lauren. Generous support is provided by The Pew Charitable Trusts, the U.S. Congress, the John S. and James L. Knight Foundation and the American Express Historic Preservation Fund. The conservation project is part of Save America's Treasures, a public-private project of the White House Millennium Council and the National Trust for Historic Preservation.&lt;br /&gt;&lt;br /&gt;The History Channel, a donor through financial contributions and in-kind gifts, will release a new one-hour special touching on the flag's colorful history, including the specialized conservation treatment undertaken by the museum and the new high-tech flag chamber. A part of the channel's "Save Our History" series, the documentary will air in November. &lt;br /&gt;&lt;br /&gt;&lt;strong&gt;The Gettysburg Address&lt;/strong&gt;&lt;br /&gt;Lincoln's short address at the Gettysburg, Pa. cemetery on Nov. 19, 1863, became one of the most eloquent speeches in American history. The manuscript that will be on view in the museum's new Albert H. Small Documents Gallery is one of five drafts, the last known to have been written in Lincoln's hand. Penned in March 1864 for an anthology to raise funds for the Union, it was kept by one of the book's publishers, Alexander Bliss, and was auctioned in 1949. Oscar Cintas, a former Cuban ambassador, purchased it and on his death in 1957, he asked that it be placed in the White House collection. There, the document is displayed in the Lincoln Bedroom, in the private quarters not open for public tours. Mrs. Laura Bush approved the loan of this copy of the Gettysburg Address to the museum for display from November 21 to January 4, 2009. &lt;br /&gt;&lt;br /&gt;&lt;strong&gt;Renovation&lt;/strong&gt; &lt;br /&gt;The renovation is made possible through a public-private partnership with $46 million in federal funds and the remaining $39 million from individuals, foundations and corporations. The museum's $80 million dollar donor, Kenneth E. Behring, has contributed $16 million to the project. &lt;br /&gt;&lt;br /&gt;The Nina and Ivan Selin Welcome Center on the second floor will help orient visitors as will six landmark objects located in the wings of each of the three exhibit floors. For example, the Vassar College telescope, circa 1865, and used by the first American female astronomer, will be on the west wing of the first floor, representing science and technology. That wing includes the Lemelson Hall of Invention and Spark!Lab, a hands-on science and invention center. &lt;br /&gt;&lt;br /&gt;The renovation also includes the Samuel J. and Ethel LeFrak Lobby for the 275-seat Carmichael Auditorium, new elevators and restroom facilities, food and retail operations. The Constitution Cafe will face Constitution Avenue on the first floor and offer sandwiches, soups, salads and desserts while the lower level 600-seat Stars and Stripes Cafe will serve American fare.&lt;br /&gt;&lt;br /&gt;Throughout its reopening year, the museum will present new exhibits and programs with one highlight being the 8,000-square-foot exhibition, "On the Water: Stories from Maritime America" which opens in spring 2009. The Susan and Elihu Rose Gallery, also opening in 2009, will feature changing exhibitions. Programming will take center stage with visitors able to encounter historic characters every weekend and on federal holidays as well as tours, theater and popular song programs. Matt Blunt said. “It is appropriate to require that any American flag or Missouri flag flown on state property is made in the United States.” House Bill 1784, sponsored by Rep. Tim Meadows, requires any Missouri or American flag flown on state property located in Missouri to be manufactured in the United States of America.  While this practice has been the informal policy since the governor took office, the new law ensures the tradition will continue into the future. Should the flag become wet, it should be spread out and allowed to dry completely.  Do not fold or roll-up a wet or damp flag. &lt;br /&gt;&lt;br /&gt;To keep its rich colors looking bright, clean your flag regularly, before soiling and discoloration from dirt, smoke, dust and other airborne contaminants “set” in the fabric.  Outdoor flags can be hand-washed with warm water and a mild soap, then thoroughly rinsed and spread out to dry.  Do not let the flag stand in the wash water or you might experience some color “make off” onto the white stripes.  &lt;br /&gt;&lt;br /&gt;Professional dry cleaning is recommended for indoor/parade flags.  Incidentally, many establishments will clean Old Glory free of charge, especially during the period just prior to Flag Day, June 14. &lt;br /&gt;&lt;br /&gt;Do not place the flag where the wind will whip it against rough surfaces, tree branches, wires, cables, etc.  The smallest tear can soon result in a tattered flag.  Keep pole surfaces free of heavy dirt, rust, scale and corrosion that could damage your flag. &lt;br /&gt;&lt;br /&gt;Inspect your flag regularly for signs of wear.  In particular, look for “normal wear” fabric or thread breaks which may occur in the “fly” end.  This is the end farthest from the staff.  Trimming off and re-hemming torn or frayed ends will help extend the life of your flag. &lt;br /&gt;&lt;br /&gt;&lt;strong&gt;How long will a flag last? &lt;/strong&gt; This is no exact answer.  The U.S. Government generally expects a nylon or cotton bunting flag to last approximately 90 days, based on daily usage from sunrise to sunset – but not during periods of inclement weather.  Tests have shown that in some cases a flag flown 24 hours a day will last only one-fourth as long as one flown during the daylight hours only. Regardless of how well it is constructed, a flag is, after all, only a piece of cloth and will sooner or later succumb to the elements.  However, it has been well documented that reasonably good care can contribute greatly to longer life.&lt;br /&gt;&lt;br /&gt;&lt;strong&gt;Note to Large Flag Users&lt;/strong&gt;&lt;br /&gt;(12 x 18 ft. and up)&lt;br /&gt;Larger flags naturally represent a more significant investment and as such, should be given maximum protection.  Pay special attention to paragraph #5 and keep your flag in good repair.  Consider having two flags and rotating them on a regular basis.  Tests have shown that flag fibers actually benefit from periodic “rest”. BJ Cigrand, a Wisconsin schoolteacher, arranged for students in his Fredonia school to observe June 14 (the 108th anniversary of the official adoption of The Stars and Stripes) as 'Flag Birthday'. In numerous magazines and newspaper articles and public addresses over the following years, Cigrand continued to enthusiastically advocate the observance of June 14 as 'Flag Birthday', or 'Flag Day'. &lt;br /&gt;&lt;br /&gt;On June 14, 1889, George Balch, a kindergarten teacher in New York City, planned appropriate ceremonies for the children of his school, and his idea of observing Flag Day was later adopted by the New York State Board of Education. On June 14, 1891, the Betsy Ross House in Philadelphia held a Flag Day celebration, and on June 14 of the following year, the New York Society of the Sons of the Revolution, celebrated Flag Day. &lt;br /&gt;&lt;br /&gt;Following the suggestion of Colonel J Granville Leach, who at that time was historian for the Pennsylvania Society of the Sons of the Revolution, the Pennsylvania Society of Colonial Dames of America on April 25, 1893 adopted a resolution requesting the mayor of Philadelphia and all others in authority and all private citizens to display the Flag on June 14th. Leach went on to recommend that thereafter the day be known as 'Flag Day', and on that day, school children be assembled for appropriate exercises, with each child being given a small American Flag. &lt;br /&gt;&lt;br /&gt;Two weeks later on May 8th, the Board of Managers of the Pennsylvania Society of Sons of the Revolution unanimously endorsed the action of the Pennsylvania Society of Colonial Dames. As a result of the resolution, Dr. Edward Brooks, then Superintendent of Public Schools of Philadelphia, directed that Flag Day exercises be held on June 14, 1893 in Independence Square. School children were assembled, each carrying a small Flag, and patriotic songs were sung and addresses delivered. &lt;br /&gt;&lt;br /&gt;In 1894, New York's Governor directed that on June 14 the American Flag be displayed on all public buildings. With BJ Cigrand and Leroy Van Horn as the moving spirits, the Illinois organization, known as the American Flag Day Association, was organized for the purpose of promoting the holding of Flag Day exercises. On June 14th, 1894, under the auspices of this association, the first general public school children's celebration of Flag Day in Chicago was held in Douglas, Garfield, Humboldt, Lincoln, and Washington Parks, with more than 300,000 children participating. &lt;br /&gt;&lt;br /&gt;Adults, too, participated in patriotic programs. Franklin K. Lane, Secretary of the Interior, delivered a 1914 Flag Day address in which he repeated words he said the flag had spoken to him that morning: "I am what you make me; nothing more. "I don't understand why it would bring down the values of our homes by flying the American flag from a pole in my front yard," homeowner Jimmie Watkins said. Watkins and his wife, Ria, received a final notices from the Sussex homeowners' association in Clermont that they must remove the flag or else face legal action.&lt;br /&gt;&lt;br /&gt;The former retired U.S. Navy communications officer said he refuses to back down for the American flag.&lt;br /&gt;&lt;br /&gt;"Our people are serving today to give us freedom," Watkins said. "To do as we like here within the law of America. It is my right to fly my flag from my pole and until a court of law tells me to haul that down. I will not haul it down. I think about all of the people who have served our nation and all of the lives that it's costs and all of the friends that I've lost."&lt;br /&gt;&lt;br /&gt;Local 6 reported that all surrounding subdivisions in Kings Ridge allow a flag pole display in a person's front yard.&lt;br /&gt;&lt;br /&gt;Jim Hart, who handles property management for 1,500 properties, including Sussex, said it is the association's call and not his.&lt;br /&gt;&lt;br /&gt;"Each sub-association has its own set of documents and they can differ," Hart said. "The rationale for that only exists within the minds of the folks that are doing it. I can't sit here and tell you why."&lt;br /&gt;&lt;br /&gt;The homeowner's association is not commenting about their rules. Often we do not observe the day as it should be, a day where we actively remember those Americans including our ancestors, family members, loved ones neighbors and friends who have paid the price for the blessings of liberty. You can change this by doing the following:&lt;br /&gt;&lt;br /&gt;- By visiting cemeteries and placing flags or flowers on the graves of our fallen heroes.&lt;br /&gt;- By flying the U.S. Flag at half-staff until noon.
